Would it be illagal to make your own domain names as much as you want with your own created technology ..and create your own server..

1. Domain names are controlled by Internet Corporation for Assigned Names and Numbers http://www.icann.org/ to prevent people to just creating domain names as much as they want. If you have a new technology and new ways of creating domain names, you need to go through ICANN first.
